    This five-day course covers principles for the Title V operating permits program and the New Source Review (NSR) program.
    Leaning Objectives
    After completion of this course, learners will be able to:

    • Explain what a permit is
    • Explain the roles and responsibilities of state, local, and tribal air agencies for different permitting activities
    • Explain the purpose of the Title V operating permits program
    • Explain the purpose of the NSR program
    • Describe the principles and process for the Title V program
    • Explain the permit issuance process and review of permits
    • Describe the principles and process for the NSR program
    • Explain important topics, such as: (1) potential to emit (PTE), netting, (3) offsets, and (4) the difference between Best Available Control Technology (BACT) and Lowest Achievable Emission Rate (LAER)
