Approval of Air Quality Implementation Plans; New York; Part 212, Process Operations

The Environmental Protection Agency (EPA) is proposing to approve a revision to the New York State Implementation Plan concerning process operations. The intended effect of this revision is to streamline and update provisions, align those provisions with permitting regulations, and provide regulatory certainly for the regulated community. New York's comprehensive submittal also included Operating Permit Program requirements; however, the EPA will be acting on these revisions under a separate action.

Improvements for Heavy-Duty Engine and Vehicle Test Procedures, and Other Technical Amendments

The Environmental Protection Agency (EPA) is amending the test procedures for heavy-duty engines and vehicles to improve accuracy and reduce testing burden. EPA is also making other regulatory amendments concerning light-duty vehicles, heavy-duty vehicles, highway motorcycles, locomotives, marine engines, other nonroad engines and vehicles, and stationary engines. These amendments affect the certification procedures for exhaust emission standards and related requirements.

Air Plan Approval; Illinois; Multi-Pollutant Standards Rule, Control of Emissions From Large Combustion Sources

The Environmental Protection Agency (EPA) is approving a revision to the Illinois State Implementation Plan (SIP) to amend requirements applicable to certain coal-fired electric generating units (EGUs) in the Illinois Administrative Code, also known as the Multi- Pollutant Standards (MPS) Rule. On January 23, 2020, the Illinois Environmental Protection Agency (IEPA) submitted a request to amend the provisions of the MPS Rule in the Illinois regional haze SIP.

Approval and Promulgation of Implementation Plans; Montana; Butte PM10

The Environmental Protection Agency (EPA) is approving the Limited Maintenance Plan (LMP) submitted by the State of Montana to EPA on March 23, 2020, for the Butte Moderate nonattainment area (NAA) for particulate matter with an aerodynamic diameter less than or equal to a nominal 10 micrometers (PM<INF>10</INF>) and concurrently redesignate the NAA to attainment for the 24-hour PM<INF>10</INF> National Ambient Air Quality Standard (NAAQS).

Air Plan Approval; Michigan; Part 9 Miscellaneous Rule

The Environmental Protection Agency (EPA) is approving a revision to Michigan's State Implementation Plan (SIP). The submittal, by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) on December 18, 2020, incorporates administrative changes to Michigan's Air Pollution Control Rules, Part 9, ``Emissions Limitations and Prohibitions--Miscellaneous''. Approval and Promulgation of Implementation Plans; North Dakota; Revisions to Air Pollution Control Rules; Regional Haze

The Environmental Protection Agency (EPA) is finalizing approval on a revision to the North Dakota State Implementation Plan (SIP) submitted by the State of North Dakota on November 11, 2016 and supplemented on March 15, 2021, that addresses amendments to the regional haze provisions of the North Dakota Administrative Code (NDAC). These revisions were submitted to remove certain regional haze requirements related to Best Available Retrofit Technology (BART) in the first planning period.

Air Plan Approval; Indiana; Two Revised Sulfur Dioxide Rules for Lake County

The Environmental Protection Agency (EPA) is approving revisions to the Indiana sulfur dioxide (SO<INF>2</INF>) State Implementation Plan (SIP). The State of Indiana has requested these SIP revisions to satisfy the requirements of a Federal consent decree. These revisions limit annual bypass venting limits in the sulfur- containing waste gas emissions from a coking and power generating facility in Lake County, Indiana, which is owned and operated by Indiana Harbor Coke Company (IHCC) and Cokenergy LLC (Cokenergy).

Air Plan Approval; Florida; Maintenance Plan Update for the Hillsborough County Lead Area

The Environmental Protection Agency (EPA) is finalizing approval of a State Implementation Plan (SIP) revision submitted by the State of Florida, through the Florida Department of Environmental Protection (FDEP), on January 23, 2020.
